CloudHQ Manassas Data Center (MDC) Campus

In early 2026, Holder Construction (Holder) tapped OCI to assist them with their quality program on the MDC Campus for CloudHQ. The program consists of 3 separate 84-MW structures with on-site power substations. OCI’s full-time on-site consultants work with Holder and their trade partners to help deliver quality standards that CloudHQ expects, particularly with an accelerated construction schedule.

The project team comprised of:

• CloudHQ – Owner
• Holder Construction – General Contractor
• Bureau Veritas – Owner Representative
• Engineering Consulting Services (ECS) – Geotechnical Engineer and special inspection and testing agency

OCI’s multi-certified consultants assist with a wide range of trades, including earthwork, reinforced concrete, structural steel, pre-cast concrete, waterproofing, framing, drywall, MEP, firestopping, seismic bracing, and more.
