Aligned Data Center Campus, Project Phoenix

In September 2026, Aligned Data Centers (Aligned) and Holder Construction (Holder) broke ground on a $10B+, 2-million square foot data center campus at the Port of Shippingport, where several data centers are under construction. The team is strategically re-purposing the former Bruce Mansfield coal-fired power plant into a natural gas power plant, which will supply power for the 2+GW campus.

The project team comprises:

  • Aligned – Owner
  • Holder – General Contractor
  • Engineering Consulting Services (ECS) – Geotechnical Engineer and special inspection and testing agency
  • CI Design, Inc. – Architect
  • Thornton Tomasetti – Structural Engineer

Holder Construction (Holder) engaged OCI to assist them from the ground up with their quality efforts. Our team of CSA and MEP consultants is on-site full time to help oversee micropile foundations, reinforced concrete, structural steel, earthwork, electrical, mechanical, fire suppression, early commissioning, framing, firestopping, and more.
