Our Team

Matt Owens, MSI, CWI, CBI

Owner and President

Since 2001, Matt has worked in the construction quality assurance/quality control (QA/QC) arena. This began in Southern Utah as a part-time high school job testing concrete, asphalt, and soil for Landmark Testing and Engineering. This progressed to a full-time field technician position performing concrete, soil, and asphalt tests at hundreds of different construction sites. These positions helped Matt learn the industry from the ground up and understand the value that timely and accurate QA/QC brings to a client and their projects.
Matt later shifted his focus to structural and life safety special inspections, earning numerous certifications in reinforced and post-tensioned concrete, structural steel and welding, structural masonry, commercial buildings, fireproofing, firestopping, soils, and more through organizations such as the International Code Council (ICC), American Welding Society (AWS), American Concrete Institute (ACI), and International Firestop Council (IFC).
After taking a management position with STRATA, Inc. in Northern Idaho/Eastern Washington, Matt developed a passion for understanding and serving clients’ QA/QC needs and helping make their projects as successful as possible. This core value helped their team grow and expand for many years throughout the Inland Northwest before eventually leaving to form OCI.
In 2016, Owens Consulting and Inspection (OCI) was founded in Northern Utah with the purpose of providing top tier specialized QA/QC consulting to construction clients throughout the country. Since then, OCI has worked on a wide array of projects throughout Utah, Nevada, Idaho, and Washington, even partnering with SI Certs (www.sicerts.com) to create their training courses for aspiring construction inspectors throughout the world.
Today, Matt focuses on growing OCI and partnering with clients on mega projects that face accelerated timelines, tight specifications, and complex plans.

Cesar Villagran

Quality Director

Cesar Villagran is a Director of Quality, Conscious Constructor, storyteller, and emerging keynote speaker focused on how we build, not just what we build. With a career spanning field leadership, construction quality, and owner representation, he brings practical jobsite experience into the systems that shape how complex projects are delivered.
Today, Cesar serves as Director of Quality for the Austin-Bergstrom International Airport Expansion and Development Program, where he is helping build and lead a program-level quality framework for one of Austin’s most significant infrastructure investments.
His focus is creating a quality program that moves beyond inspection and documentation toward proactive planning, clear standards, early alignment, and predictable execution.
Through quality planning, pre-installation meetings, readiness gates, first-work inspections, checklists, workflows, and continuous improvement, Cesar is developing systems that connect design, preconstruction, construction, commissioning, and turnover. His approach treats quality not as something checked at the end of the work, but as something intentionally built into the way work is planned and executed.
His philosophy is grounded in Conscious Construction: the belief that better outcomes come from combining strong systems with greater awareness of how people communicate, collaborate, and make decisions. His work centers on four interconnected ideas: Conscious Compliance, Conscious Collaboration, Conscious Communication, and Conscious Connection.
Cesar is also a certified trauma-informed meditation and yoga instructor. That interdisciplinary experience informs his leadership approach and his belief that presence, emotional regulation, curiosity, and awareness are not soft skills; they are essential competencies for leading teams through complex, high-pressure environments.
At the center of his work is a commitment to relationship-centered leadership. Cesar works to create environments where expectations are clear, accountability is meaningful, and people feel empowered to speak up, solve problems early, and contribute their expertise.
“Build the system before you need the correction.”
The future of construction, he believes, is not more inspection. It is creating systems, cultures, and behaviors that make quality the natural outcome of how the work gets done.
